The Story
ICE says it pursued Jose Mendoza-Cervantes; local prosecutors say the video may show an intentional strike, and both points remain under investigation.
ICE says agents pursued a living target and that Parra-Hernandez ran in front of the vehicle. Local investigators read the footage differently, describing a deliberate strike and possible aggravated assault. The target’s identity is also unsettled because relatives and an advocacy group say the named man died in 2017.
- ICE said agents were conducting a targeted operation for Jose Mendoza-Cervantes and that Parra-Hernandez ran in front of the vehicle.
- Harris County District Attorney Sean Teare said surveillance footage made an intentional strike appear obvious and could support aggravated-assault charges.
- ICE denied that its agent intentionally hit Parra-Hernandez, while local investigators said federal authorities were not cooperating fully.

Investigators called the strike intentional, while ICE denied it and may not have preserved all vehicle data. The public still has one lever: demand the video, records, and a real prosecution.
- An immigrant-rights group and the family of Jose Mendoza-Cervantes said he died in 2017, challenging ICE’s identification of its intended target.
- Techdirt reported that ICE moved Parra-Hernandez’s truck after the incident and that surveillance footage appeared inconsistent with the agency’s public account.
- The case has exposed a broader accountability problem: prosecutors said ICE may have withheld or allowed the loss of vehicle data while investigating the strike.
