The mainstream distinction is functional versus phenomenal. AI can track context, respond to surroundings, pursue apparent goals, and describe internal states, making “aware” useful shorthand for its behavior. “Conscious,” however, usually carries the stronger claim that the system has a subjective point of view. Because current tests observe outputs rather than experience itself, human-like performance is treated as insufficient evidence.
The dissenting reading treats the vocabulary boundary as potentially too conservative. If consciousness is defined by functional organization, sophisticated self-monitoring, flexible reasoning, or persistent goal-directed activity may already justify taking machine experience seriously. Some laboratory leaders remain open to that possibility, while a political critique warns that framing AI as autonomous or possibly sentient can blur corporate responsibility for its systems’ harms.
