Algorithmic explanations are a contested governance responsibility, not property that automatically belongs to developers or users. Affected people may be owed meaningful reasons and opportunities to challenge decisions, but trade secrecy, technical limits, and profit incentives complicate who must provide them and what counts as adequate.

Skeptical scholarship questions whether anyone can simply claim ownership of an algorithmic explanation.
