Does the Federal Reserve, through its Reserve Bank ownership and interest-income model, effectively operate as a privately influenced banking cartel serving finance rather than public interest?
The mainstream account distinguishes funding from ownership and influence. The Fed is a congressionally created, publicly accountable institution that finances its operations from income generated by its assets and services rather than congressional appropriations. Its regional banks have private-law features, but member-bank stock carries restricted rights and does not confer ordinary corporate control.
The Fed takes no annual budget from Congress. But member banks elect six of the nine directors at every regional Reserve Bank.
Officially, the Fed pays its own way with interest on the securities it holds, then hands the leftovers to the Treasury. Follow the money one step further: those securities are government debt, so the interest traces back to taxpayers. Meanwhile commercial banks hold stock in the regional Reserve Banks and elect most of their boards. Public mandate, private seats at the table.
