Did CIA officials continue MKUltra because national-security rhetoric masked an institutional faith that any boundary could be crossed until a usable mind-control method was found?
The strongest conventional explanation is that CIA leaders treated mind control as a high-priority Cold War intelligence and military problem. They feared an adversary might possess effective techniques, believed unconventional tools could produce strategic advantage, and operated in an environment where secrecy reduced scrutiny. This explains the program’s continuation as an institutional security rationale, not as proof that the experiments were scientifically sound or morally justified.
National security wasn't why MKUltra ran so long. It was the cover that let a secret bureaucracy keep testing on people who never agreed.
MKUltra, the CIA's Cold War mind-control program, never delivered the breakthrough it promised. It kept going anyway, spreading across subprojects and institutions, including tests on people who didn't know they were subjects. Secrecy let officials skip the consent rules that bind everyone else. Then many of the records were destroyed. The paper trail that would explain it mostly didn't survive.
