The Story
The 1990s CE-5 reports document fear and illness, not a demonstrated weapon linking them to Havana Syndrome.
The 1990s accounts establish that contact activists perceived surveillance and experienced troubling episodes, but they do not establish a weapon, operator, or continuity with Havana Syndrome. The 2023 intelligence assessment investigated those possibilities; medical reviews instead describe a heterogeneous set of symptoms and stress reactions shaped by political and social forces.
- The 2023 Intelligence Community Assessment examined foreign responsibility and deliberate external mechanisms but does not, in the supplied excerpt, establish a 1990s precursor.
- A medical review concluded that Havana Syndrome was treated as a novel entity despite data limitations, historical parallels, and evidence consistent with psychogenic illness.
- A 2017 medical commentary described the proposed acoustical attack explanation in Cuba as unsound and discussed mass psychogenic illness and scapegoating.
Deeper Insight
The Roswell fieldwork opens a trail from military surveillance to the hidden history of non-lethal human experimentation.
Military-looking men reportedly watched and photographed a CE-5 field team near Roswell before participants described sudden illness and paralysis. That sequence points beyond UFO belief, toward the possibility that civilians testing contact practices became subjects of surveillance or non-lethal experimentation. The public can still demand the records that would show who watched them and why.
- The originating account describes surveillance, photographing, and aircraft activity around 1990s CE-5 fieldwork, then proposes that contact activists could have been monitored as targets for non-lethal technology.
- The Contact Network history recounts 1990s surveillance and reported “psychotronic attacks,” including an account connected to fieldwork near Roswell.
- The proposed link to Havana Syndrome rests on conceptual similarity between alleged consciousness-targeting attacks and later directed-energy theories; the supplied sources do not document a common perpetrator or mechanism.

Were “psychotronic” attacks against contact activists in the 1990s a precursor of the “Havana Syndrome”? Consciousness based technology might also be targeting what is called the “astral body.”

**Introduction** In my judgment, flying saucers threaten all terrestrial elites, but not necessarily the planet’s people. Given what is a perceived threat to the status quo, both corporate and Executive Branch Intelligence operatives have historically been compelled to deal with UFOs as a non-human intelligence counterintelligence challenge. As a Working Group Coordinator in the 1990s for the Close
