HSI’s Minnesota operation is documented; its national scope and legal justification are not yet established.
The files show a real and invasive investigation tied to the Minnesota crackdown, including monitoring groups, meetings, chats and finances. The ordinary institutional reading is narrower than a proven nationwide campaign: agencies describe surveillance as threat-focused, while the records leave the program’s legal authority, national reach and consistency unclear.
Doubt turns organizing into evidence; COINTELPRO is the warning, and public scrutiny is the remaining brake.
Agents built dossiers from church meetings, chats, license plates and financial records after two citizens were killed during the crackdown. Power gains when dissent is recast as domestic threat; the end state would be a COINTELPRO-style system where organizing itself attracts scrutiny. Ordinary people still have the right to assemble, document power and demand a verdict.
