Is the HAARP facility being repurposed as an operational over-the-horizon radar site?Source

HAARP helped detect aircraft beyond Alaska’s radar coverage, but one successful test is not yet an operational radar network.
The evidence describes a successful field experiment, not a declared permanent deployment. HAARP remains identified as a University of Alaska Fairbanks research facility, while the military is testing whether its existing transmitter and a separate receiver can supplement Alaska’s radar network. Operational scale, reliability and long-term ownership or mission changes are still unresolved.
The cheap part is the receiver. The bigger shift is who gets to decide what HAARP is for.
A 16-element receiver caught aircraft beyond ordinary radar range when paired with HAARP’s transmitter. That proves a workable experiment, not a permanent military conversion. But if the low-cost setup scales, the United States gains a cheaper way to watch the Arctic and HAARP edges toward defence infrastructure. The public still has a say in that choice.

Alaska’s HAARP Site Now Being Used To Test New Air Force Over-The-Horizon Radar Tech
The U.S. military has successfully demonstrated a new lower-cost receiver that could form part of a future over-the-horizon (OTH) radar . The testing also raises the question of whether the High Frequency Active Auroral Research Program (HAARP) research site in Alaska, which the U.S. Air Force transferred away more than a decade ago, could be repurposed for operational use in this role. A new rada
