For building muscle and maximizing strength, resistance training is the clearer specialist tool: a small controlled study found substantially greater leg-press gains than running HIIT, while a meta-analysis found concurrent HIIT and resistance training produced similar hypertrophy but slightly lower lower-body strength. HIIT remains useful for fitness and can complement resistance work, but it does not consistently beat focused resistance training for muscular development.
