Why did DHS reject GAO's recommendation for ICE body-cam auto-activation?Source

DHS chose privacy and operational control over automatic recording, but ICE still has to prove officers will capture force encounters.
Automatic activation can start recording in situations where privacy protections matter, including encounters with informants, victims, or bystanders engaged in protected activity. DHS therefore treated the technology as an operational-risk problem. The unresolved cost is accountability: without stronger controls, ICE officers remain responsible for activating cameras correctly, and GAO found that compliance was not reliably assured.
When the officer controls the record, accountability ends exactly where force begins.
A camera worn during a shooting but not recording leaves the public with the officer’s version and little else. DHS’s privacy concern is real, but the chosen safeguard preserves the failure point GAO identified: the person whose conduct is being reviewed still decides when the record begins. CBP already uses automatic controls, making ICE’s exception harder to explain.
