Why did DHS reject GAO's recommendation for ICE body-cam auto-activation?Source

DHS chose privacy and operational control over automatic recording, but ICE still has to prove officers will capture force encounters.
Automatic activation can start recording in situations where privacy protections matter, including encounters with informants, victims, or bystanders engaged in protected activity. DHS therefore treated the technology as an operational-risk problem. The unresolved cost is accountability: without stronger controls, ICE officers remain responsible for activating cameras correctly, and GAO found that compliance was not reliably assured.
CBP cameras switch on when an officer draws a gun. DHS decided ICE officers should keep deciding for themselves.
GAO, Congress's watchdog, found ICE had no reliable way to make sure body cameras record when required, including during force. It recommended automatic activation. DHS said no, citing false recordings and privacy for informants, victims and protesters. CBP already triggers cameras when firearms come out or emergency lights go on. ICE officers weren't wearing cameras at two deadly shootings.
